How real estate is regulated across the emirates: Dubai, Abu Dhabi, Sharjah and the north: plus ownership, advertising compliance, tenancy and transactions.
Who Regulates Real Estate in the UAE
Regulation is per-emirate, not federal
Before anything else, understand this one big idea: in the UAE, property rules are not the same everywhere. Each emirate makes its own rules.
Here's where you come in. Before you market or work on any property, always ask one question first: which emirate is this property in? Then follow that emirate's rules, not what you heard about another city.

Dubai: DLD, RERA and the BRN
In Dubai, a few names come up again and again. They're easy to keep straight once you see them side by side.
• DLD (Dubai Land Department) = the main government body for property in Dubai.
• RERA (Real Estate Regulatory Agency) = the part of the DLD that makes the rules for agents and offices.
• BRN (Broker Registration Number) = an agent's official ID number. To work legally as an agent in Dubai they must have one, and it must show on their listings and contracts.
As a VA you'll see these on paperwork and listings every day. When an agent gives you their BRN, that is their proof they are allowed to sell in Dubai.
- DLD runs Dubai property. RERA makes the agent rules. BRN is the agent's licence number.
- A legal Dubai agent always has a BRN, shown on their listings.

Abu Dhabi: DMT, ADREC and Tawtheeq
Abu Dhabi has its own set of names, different from Dubai, but the idea is the same.
• DMT (Department of Municipalities and Transport) = the government body over property in Abu Dhabi.
• ADREC (Abu Dhabi Real Estate Centre) = handles the property register, licenses agents, and checks compliance.
• Tawtheeq = the system that registers rental (tenancy) contracts in Abu Dhabi. It is Abu Dhabi's version of Dubai's Ejari.
So if a property is in Abu Dhabi, don't use Dubai's names or systems. A rental there is registered on Tawtheeq, not Ejari.
- Abu Dhabi: DMT is in charge, ADREC licenses agents, Tawtheeq registers rentals.
- Tawtheeq (Abu Dhabi) does the same job as Ejari (Dubai), different emirate, same idea.

Sharjah and the northern emirates
The other emirates each run their own property system too. You don't need to memorise all of them. You just need to know they're different, and where to check.
Because the offices and rules differ, never assume. If a property is in one of these emirates, confirm the licensing and registration with that emirate's own authority before you market it.
- Every emirate has its own property authority and rules.
- For the northern emirates, always verify with that emirate's own office first.
